In 1969 could a Camaro SS 350 be ordered without a tachometer and guages?

Part way into the 69 model year, the tach only (with center fuel gauge) became available as RPO U16. The trim tag has a Special Paint instructions code and the original color is Champagne, so I guess it is a little unusal.
