In order for it to be blink it must be grounded properly, check for erosion around the ground wire trace it to where it actually grounds.. make sure it is grounded properly, you can use another wire to rule this out simply run that wire to where it grounds to metal should blink however contant hot solid light means ground is bad, in this case your hazards should work lol but when you engage just the turn signal it will stay hot.. could be a relay as well for a newer generation as im stuck in the 60s but still i think this applies.

probably the relay. If the ground was bad the light might not even light up. Mine don't even blink at all if there is some lights missing. It doesn't complete the circuit.

It could be either of these problems.I dont remember where the relay is on your car,but the easiest way to find it is to turn on the blinker that works and seek out the source of the clicking sound. They are usually on the fuse block on later cars, but hung free around the base of the coulmn on some older cars. The realy is cheap and easy to change and might be a better place to start.
Good luck.

Emergency flashers work? Bulbs use the same filament for this function as with brake/turn signal lights.

For the OE turn signals to work, the flasher is relying on current load to trip it to flash. If not enough load, corrosion, wrong bulb type, etc., turn signal won't work.

Umm... your turn signals have two bulbs. One in the front and one in the rear. Replace the one that you haven't.
