There were a few valve bodies for the 700R4 that had what has been called hydraulic lockup. Instead of relying on a solenoid to engage the TCC, govenor and modulator oil pressure determined when to lockup the TCC. Perhaps you have one of those.

You might have the moderator move this to the transmission and driveline forum where I'm sure someone could answer your question. It might be good to record the numbers on the pan rail which are on the passenger side near the rear just above the pan rail. Those numbers have some hidden meaning that may explain what your setup is.
