Getting ready to put my bumpers on and notice that the hole on the rear outer drivers side quarter was filled and painted over. Do I need to unplug this hole, and, if so, what is the safest way to tackle this? Thanks

Get yourself a refrigerator magnet and see if it sticks anywhere. The only reason I can think of for filling that hole is not a good one.

You should be able to see it from inside.Grind or cut excess off inside and drill from inside with an 1/8" bit or smaller to locate outside then do it with a die grinder that has a point but take you time.It may be better to take it back to the body man that did it so if he messes it up he has to fix it....

Be sure to coat the filler with paint or a rust proofing spray before you instal the bumper. This way the filler doesnt absorb water/moister and over time cause rust to come through.

I didn't put those bolts in, way too hard to line em up. Bumper stays put just fine without em.
