12's are easy.400HP should get you there.
What you really need is a good combination of parts that will complement and work well togather.

While your heads are not the best they will still get you there.

Are they ported at all?

What intake do you have?

What size are the headers?

What size is are the exhaust pipes at their smallest diameter?

What trans do you have?

Do you have an aftermarket stall converter?
If yes how high does it stall?

What distributor are you using?

You need to answer all of these things accurately before we can set you up with what you need.

I can see two things that I would change right off the bat.

Heads are not ported
Performer RPM intake
1 1/2 in pipe on long headers (flange is 3 in)
2 1/2 diam. on exhaust pipes
Stock 350 Turbo trans
TGI 3000 stall
HGI stock distributor

Were the heads equipped with 202/160 valves from the factory or were they added later?

The RPM intake will work.
Your gears will work.
Your trans will work.

Now for the bad news.

You need a Shift kit for that trans.I recommend a Trans GO stage II.

You should probably get a 3500 stall. This depends on how far in the 12's you want to go.

You should get 1 5/8 inch headers.

I feel your compression is the biggest problem.
You should probably get a different cam because of that. The RPM cam is not that good if you don't have about 10.5:1 compression.
It's really just out dated and it opens the valves slowly.

If you only have 9:1 compression then you need to get a cam that will help build compression while giving you the RPM's to make power to the lights.

I would get a Solid cam from the Competition Cams XE line.A solid will get you there quicker.Again, how far in the 12's do you want to go?

You will need to get a curve kit for your distridutor.

Now for one you might not really want to do but it will help.
Ditch the Edelbrock carb. While they are good carbs for low performance daily drivers they are not what you want for a quick ET.Several people have gotten better ET's at the strip with a little old Holley list number 4777 650 Double Pumper.
Don't get me wrong,it may get you there, but a Holley DP will get you there quicker.
A Holley 750 list number 4779 Double Pumper would be best if used with a 3500 stall.

You need to know several things to get an accurate ratio.

Who made the pistons, the part number, and the valve relief size in cc's.

After that you need to know how far the piston sticks down in the block,or how much the piston sticks out of the block.
Compressed Head gasket thickness, and the cc's of the combustion chambers in the head.

I would run a M/T 26-8.5X15 slick at the track.

There is no way I can come close to guessing what your car will run at the track.

As far as advice on a good engine combo, spend some time here on this board.

Spend some time on this board reading posts that might interest you.

USE THE SEARCH FUNCTION at the upper right highlighted in blue, below post a reply.

There is so much info in the history you can get lossed.
If you don't see it after a search, ask questions.

someone I know went 12.50's with a stock 350, RPM cam, stock vortec heads (the same ones I'm running now), 3.73 rear, crappy 3000RPM stall in a heavy car

Chris, the biggest improvement you could do to your motor is to get some good aftermarket heads. Modern combustion chambers and high flow ports could be worth an easy 50 HP over the old fashioned double humps.

A careful cam selection would complement the heads and the combo would make even more power.

What's your budget?
