I want to use Braided line from my stock 3/8 sending unit to electric fuel pump (NPT connection) and then out from pump to new stock 3/8 hard line to the engine compartment. Questions are: can I use a simple hose clamp to connect the Braided line to the stock 3/8 hard lines and does Braided line count as "rubber" fuel line as far as the NHRA rules are concerned? NHRA allows only 12" total of rubber fuel line for racing.

I've used hose clamps with braided hose before and never had anyone make any comments and as for the rubber hose part, I think they mean plain rubber fuel line, like the kind you buy at a parts store. Braided is a lot stronger, and hurts more when you cut yourself with it......

There are several companies that make a male AN to 3/8" hardline compression fitting. It's a nice way to keep the clamps to a minimum.
Earl's part number 165006ERL -6 AN male to 3/8 tubing.

Braided line is not looked at as rubber line by the tech inspectors. The 12" rule is for standard rubber hose. Yes, you can use a hose clamp on braided line. The best way (more leak proof) would be to use a tube nut and a union to adapt your hard line to the braided line. If your tank is out of the car that's what I would do. With it in the car a clamp is probably the easiest way to go. Make sure you buy a quality hose clamp, some are not very strong and you will want to tighten it up good.
