I have a 350 in my 69'Camaro and today I was adjusting the timing.Well when you adjust the timing you are supposed to plug the vacuumn advance and set it to 9DBTDC.Well I did this and everything went fine until I unplugged the vacuumn advance and connected it back to the carb,it then raised the idle to about 16DBTDC.Is this normal after setting the timing?Or at idle is there supposed to be no vacuumn?

I don't know if a 69 350 used ported vacuum or not for vac advance. It is certainly OK to have vac advance at idle. It is probably bringing your idle speed up a bit. Timing should be set with vac advance disconnected and plugged, as you did. After the timing is set, plug the vac advance back in, adjust your idle speed and your mixture and you're good to go.
