You likely have a kink in the cable housing or maybe the inner cable could use a little graphite lube. I don't recommend using any grease or oil on the cable though. An old lead pencil rubbed on the inner cable might work wonders if you have one.

A heavy gease is fine....put a good dolip on a rag, and draw the inner cable thru...then install.
Draw back out and check for any crap inside the cable...it may need flushing out and blowing dry with compressed air...Then re wipe the inner cable install made sure the end is in the speedo propwerly

Do Not use oil or a light gease.. or excessive grease...this eventually can climb the cable , get into the workings of the speedo and stain the numbers.

Was the cable actually "broken" or ends screwed up? both the same thu
If neather, it may well be the circ clip in the tail shaft that holds the speedo gear together.....talking turbo 359 here

Its not a major job to drop off and clip back on....30 mins on a hoist.
BUT it it is the case, replace with the later model clip...If you sinply put it back on , I can pretty well garantee it will flick off again on the next 1000 miles.

That leaves only 2 things
1/The speedo has at some stage been wound back and damaged
2/There is some sort of damage on the inside of the outer cable...thu this can usually felt by turning the inner cable by hand,,,doesnt turn smooth
