If I were to just take the springs off the advance on my Accell dist would it fully advance at start up and stay there or would it bounce back and forth if it wasn't stabilized somehow ?

Also if it needs to be stabilized, what's the best way to do it?

It would bounce back and forth. The easiest method is to weld the pins to the rotor assembly.

If I remember correctly, you can take the distributor gear off of the shaft, remove it from the housing and rotate the advance shaft into a position which is built into the distributor for just that purpose. The pin end basically drops into a purpose drilled hole in the driven shaft and locks out the mechanical advance itself. I did this to a friends Accel distributor that used in a sand rail.

You might want to check on this as it would save you from any welding and permanent modification.

That's how it's done on an MSD unit.
Don't know about the Accel unit.
