everytime i start my car white smoke comes out of the tail pipe. i have an '89 rs camaro, what is the deal? and it sounds like my valves are rattling, what causes that?

white usually means antifreeze leak,light blue is oil burning,which in your case could be worn valveguides/seals.

It's antifreeze. It looks like your head gasket is ready to fail.

Is it expensive to get those parts replaced?

Not if you do them early...I would replace them now.If it goes on, you could run into alot more expense.

The cost will be alot less to replace parts now, than when the car is dead on the road.
