I have a 96 and when I turn the lights to parking lights, all of the lights work as they normally would. When I move the light switch to the driving lights, the headlights still work, but the dash lights and the tail lights go off, and the dash doesn't beep when the lights are still on. I have checked all of the fuses, and I don't know where to look next (i'm fairly inexperienced)... any suggestions would be very appreciated.

I'm not familiar with your 96 but I'd guess the headlight switch is shot.
