I have a numbers matching 69 pace car and the cowl induction "doors" do not open. It appears to be all there, but I do not know (in what sequence) to start tracking down the weak link. Should I take the cowl "doors" out to get the added air intake?

First check to ensure the leads are plugged in at the fuse box. There are two; 1 tan and 1 pink. They both have additional connectors, probably unused.
The most common problem is the switch mounted on the accelerator lever. When the throttle is floored the switch plunger contacts the firewall. This trips the relay, activating the solenoid which opens the flap. The switch is plastic and is retained by a flimsy clip. The clip works loose or falls out. If you're lucky it is just loose. If it falls out of the lever the switch may lodge on the LH cylinder head and melt. A new switch & clip is about $25. If the switch is in place and seems ok, remove the solenoid and test it on the battery. If it doesn't work a new one is around $40. If it does work the relay or wiring is bad.

Hint - the resto parts houses usually sell two different switches - the original GM switch, and an imported one. Spend the extra few bucks for the genuine GM switch - it fits better in the sleeve, and it is much more reliable, with smoother plunger action and solid internal contacts.

Hey, ah, I can not find and foot petal plunger. Does it look like the bright light plunger?

It is a black plastic switch mounted to the accelerator lever behind the engine. The carburetor linkage attaches to the lever.
If the switch has fallen out of the lever, it will be hanging from the wiring behind the engine.
