Matt, welcome to Team Camaro....
The first thing you need to do to restore the car is buy a couple manuals... the '69 Chassis Service manual, and the '69 Factory Assembly Instruction (AIM) manual. Everything you need is in them. The Fisher Body manual and the electrical manuals will help you from tearing your hair out as well. You can buy them all from the aftermarket suppliers or eBay.
You really need the key to get the ignition out if I'm not mistaken. The ignition needs to be in the RUN position, but there's still a way to get it out.
Once you have the steering wheel off, remove everything from inside the column. Keep track of everything. Once you're down to the body of the column, you'll see a very small slot above where the ignition switch is. The slot will not be 'open'. It should be closed, or solid. Take a jewelers or very small screwdriver and punch the bottom out of that slot. You may be able to see gaps in the bottom of this slot. It's just a very thin skin and will pop right through.
You should see a piece of brass inside the hole. That's the 'key' holding the ignition switch in.
Now, use a piece of coat hanger or the same small screwdriver and press down on the brass 'key'. Try turning the ignition while working on that brass key to wiggle it out. It should slide out.
I may have forgotten something.... somebody will chime in I'm sure.
Good luck with the resto!

Dosent have the Key so turning it is gonna be a problem unless he does alot of screwdriver and hammer work. I would actually try Calling a Locksmith to manipulate and remove cylinder so you dont Damage anything ( thats what i did anyway )

Here are four links (two for standard non-adjustable, two for tilt columns) that will take you through a step by step removal of the lock cylinder.

Its a bear to do the first time, even with a picture its hard to realize your pushing in the flash metal at the end of the cylinder and then going in a pushing a little button that like 1/8th by 1/16th.
