My '96 LT1 starts well when cold, or if I turn it off and immediately start it.
But if I wait 15 minutes to an hour, it takes about 3 or 4 seconds of cranking to start. The engine has about 60,000 miles on it. I'm new to the car so I don't know how long it's had this problem

After starting, it runs well, but my friends are asking me why it takes so long to start.

Any ideas?

Could be the check valve in the fuel pump is letting the fuel drain back into the tank. Check the fuel pressure while cranking to make sure it is around 36-43 psi.
