My 69 ss is supposedly a numbers matching 396 car.The block has been decked,but the partnumbers and date codes all line up for a oct 68 car. What I want to know is,should there be a vin stamping on the oil filter boss,since this is a early 69 car?

I believe early '69 cars were stamped on the front pad (which in your case was probably destroyed by decking). I think somewhere a bit later than your car was made they moved the stamping down to the oil filter rough cast area.

My car is a #' matching 396, built 2nd week of October 1968. The partial VIN is stamped on the front pad.
