I just bought a 67 but it does not say on it if it is RS SS or what. Can I tell by the body number plate?
ST67-12437 NOR 49746 BDY
TR 717-Z F F PNT
E 2MCR 3SDK
also how do I tell if the engine is the original it has these numbers on it, how can I tell the year? V1130ME and it is a 327.
I would be thankful for any help you can give me.

Here's all the info that can be gathered from what you posted. The last line is the option groups.

Options Groupe, note the 1 is never shown for the 1st group

M=M35 Powerglide Transmission
C=No C listed? If is a G=D55 Floor Console
R=U80 Rear Seat Speaker
S=Z23 Interior Chrome
D=Z01 Special Lighting Group
K=Z21 Exterior Chrome-Style trim Group
Not a Rally Sport Z22 (Group 3 L) or an SS (Group 4 M,N or P)
V=Flint Engine Plant
ME=1967 Camaro 327/210HP, powerglide trans, 2bbl carb. Base engine. IS there another series of digits near this engine code? If so the the last 6 digits should match the last 6 of the VIN for a matching numbers engine. This is probably the original engine.

ElCamino has done a good job of decoding it, again.
The B after after the 12B is the interior paint color code (blue).
Does it still have the powerglide? 10 bolt, right?
Could you post your VIN too? I'll crosscheck it to other VINs of the same timeframe and make sure noone has mucked with it.

We need to be careful with option group 4.
4P was not used on early SS-350's but I am not sure when it first appeared. I haven't seen an M in that location. 4P is generally a 350, 4N is an L35 and 4K is an L78, all SS cars. Looking for a 12 bolt is good advise.

to determine if a camaro is an rs there should be an "L" in the third group. Is this correct? Is it the same for both 67 and 68 ?

That is correct for 1967 but they dropped putting the option groups on the cowl tag in 1968
