A friend bought this car, with some unusual characteristics for a 71/4 door. Need any available info from this numbers.

The car is said to be numbers matching, can the engine numbers tell if it came with a 402ci? Was that an option on a 4 door?

Baltimore GMAD often hand stamped a number in the upper right hand corner of the the trim tag. Its possible an inspection ID?
B 0738 is part of the DP Sequence Number from Box 24 on the build sheet. Its production scheduling info and means nothing about the car.
Yes, a 4 dr could get a 402 engine. There would be a matching partial VIN on the engine block where the engine code is located.
