Here's a few things worth noting:

Your car's build date is 3rd week of Nov. '68. The ZL-2 hood was not available until Dec of 1968 so the hood is not original to the car.

Nov '68 build date = No COPO as it was not available until January of 1969

No power brakes = No SS. This was a mandatory part of the SS package.

The block casting decodes as a '69 396 block and the "JH" code is for a 396-375 1969 camaro engine. Go back and re-check those other numbers. They should read TxxxxJH. Following this another number sequence should be 19Nxxxxxx.

M-22 tranny: You don't say how you know this. What are the stamped numbers in the transmission case?

4.10 Posi: You don't say how you know this. There are also stamped numbers in the passenger side axle tube that can be de-coded.

6000 RPM redline is correct for a 396-375 hp car.

The SS cars had engine badges on the fender so you have another descrepancy and remember it can't be a COPO.

Re-check your numbers and post some more info.

I agree, things have been changed on this car. Looks like someone took the power booster off of the brakes (couldn't get manual disc brakes in 69).
One key is what is stamped on the engine pad.
I'll assume that is a T0225JH, which is February, after the car was built. The other # looks like a partial VIN, but I'd have expected that VIN to be by the oil filter.

What's the #'s off of the trans and rearend? They will help prove what the car was,

Let us know what you find.
