Here is how it decodes:
Decode for body number: 264028
02B = Built the Second week of February.
69-12437 = Coupe.
VN = Built in Van Nuys California.
711 = Standard Black Bucket Seats.
76-B = Lower Color is Daytona Yellow and the Vinyl Top Color is Black.
G203 = internal plant scheduling code.

Unfortunately on a LA 69 there is no way to tell if it is an SS or not.

What you posted in not the VIN, you have the body trim plate.

Thats located on the top of the dash seen thru windshield, e.g. 124379L500001 etc

Knowing this number is important. Thats were the original base engine will be coded. If the 3rd digit is an odd number, a 3 then the car came with a 6 cyl engine. If the 3rd digit is a 4, it was a V8. Optional engine's are not coded in the VIN. But a 3 could not be an SS. I have seen a few so called SS's for sale on ebay that had a 6 cyl VIN.

Can anyone help me I looking to buy a 1967 Camaro SS but the guy claims the 327 motor is original.First question can you have a 327 SS in 67' second, the vin# starts out With "OR" OR20401 which he says is do to it coming from Oregon,Third the cowl tag # are

02A = Built the First week of February.
67-12437 = Standard Interior Coupe.
LOS = Built in Van Nuys California.
760 = Standard Black Bucket Seats.
Z = (A50) Strato Bucket Seats.
F-F = Car Color is Marina Blue
E301 = internal plant scheduling code.
Options:
3K = (Z21) Deluxe exterior trim

The car is not an SS. There was never an SS-327.
Sounds like a replacement vin#. Maybe you can have the owner get the partial vin off of the cowl, but you will never know if the car was a 6 cyl car or a V8 car.

That's pretty sweet, a RS/SS 396-325 black on blue. Is it for sale?
