Weld the hole shut, redrill and tap.

I normally make up some plates out of machine steel and then tap them for the bolt hole/thread required and weld them to the frame.

They make a great frame re-inforcement for running stock or aftermarket stay bars (that are too big to begin with and is the majority of ther reason the frame either gets torn or the threads get stripped out).

The only other thing I have done is to run a nut and bolt thru the frame. Although it is kinda a PITA to reach into the frame rail to tighten the bolt/nut.

Rivet nuts should work. That's what came in the Herb Adams VSE swaybar kits. You can tack-weld it in a hole, then when you tighten it, it spreads out on the backside like a pop-rivet.
