Is it easy to replace the steer wheel system.Reason am asking is because the price quoted on my 88'version of a camaro steer wheel system was less than 100 in parts but labour is $400.00 I just recently replaced my rear suspension bar myself and it din't take much just general knowledge,skill and man power.So would the steer wheel system be just as easy/hard or harder?

You're putting your life into your own hands, you really need to let the professionals handle it. Unless you have a death wish, I'd think long and hard about it......It's alot different than trying to replace something on the engine, or even the rear-end. You do something wrong with the front-end, and it breaks while you're going down the road....Well, you get the picture.
And as always, this is just MY OPINION!

I disagree, I you take your time and make all your tie rod ends the same length (compare old with the new, and count threads)and tighten to proper torque specs there should not be a problem. I have done this on numerous vehicles without problems including tractor trailors. The main thing is to take the car to get aligned when you are done because it will most surely be out and the front end main will have to loosen the tie rod connectors and adjust them. Ball joints need to be pressed out and back in but they can be done fairly cheap as well. It's just a matter of your technical ability and what you are willing to do. Always work safely.
