I wonder how is the right way to measure the wheels width?

Wheel width is measured between the INSIDE edges of the rim flanges, where the tire bead seats. Outside doesn't matter.

Wheel width is measured from lip to lip as in the first post and then 1" is subtracted to allow for 1/2" front and back J countour wheel weight flange.This for when a tire is on it, as seen in the tool used at your local tire shop. But yes, the second post is correct also , when you do not have a tire, this is termed bead seat to bead seat.

So one can count on the wheels are 1" more than it says. Like 7" wide is actually 8". And if backspacing is 3,5 on a 7" there will be 4,5" outwards the car?
