What are the hazards of driving around a vehicle that has "too much" oil in it?

What can this damage, if anything, or why is it not recommended?

Contact with the crankshaft will inject air bubbles (foam) into the oil, which will then be pumped throughout the engine and reduce lubrication.

I've always been told it can help blow a head gasket as well.

Ditto what coach said, air bubbles in the oil due to contact with the reciprocating assembly will reduce lubrication. It will also blow oil out the breathers and make a hell of a mess.

I can personally attest to a rear main seal blowing because of too much oil. Idiot drained the front transfer case on my old truck and put 5 qts in the motor.
