Possibly air in the lines\pump\steering box.

If so, take the cap off of the pump and put a rag over it, start the car, then slowly turn the wheels all the way each direction over and over again. Watch the fluid level and keep doing it slowly. You should be able to work any air out that way.

Good luck!

Sounds like the valving in the box at input shaft is too tight.
Was any work done on the box recently????
No, The valve is stuck, Torsion bar broken,(needs rebuild)
Yes, Preload on input shaft bearings too tight.

Bleed operation would be a good start. I'd recommend lifting the front end off the ground before turning lock to lock several times to bleed the air. Easier on tires and steering. Also, will reduce system pressures making it a bit easier for the air to escape.
