I know someone who had the same problem it turned out to be the base gasket between the throttle body unit and the intake manifold.

Steve is right, I would be looking for a vacuum leak either on the engine or involving one of the vacuum hoses running off of the engine.

I second the base gasket, I repaired the very same problem by replacing the base gasket. If you have a propane torch, open it and move it around the base of the TBI and see if the idle straightens out.

Pull off the air cleaner top and locate the idle air throat. Might hear it sucking air. Should be right at the Idle air controller. With the engine idling hot, stick your finger in the well. If the engine slows way down you have a problem with the IAC, throttle position sensor, or maybe a temp sensor is reading very low. If the idle stays up, a vacuum leak is probable, a large one.
