A previous owner welded the frame mounts instead of bolting them! I'm looking for a shop that can cut them out so I can bolt in new ones. How do you think they will do this - cut or torch?

You don't want to use a tourch to cut them out. If you grind carefully you should be able to remove them and not be able to tell the difference. With a 4" grinder and a die grinder (with a cutoff wheel) it shouldn't be all that hard to remove them. In the worse case you could cut them as close as possible and then grind the rest flush. Things like that make you wonder why some people even work on cars. I'm sure there are other ways but this is the approach I would take. Nylock nuts would not do the job, I had to double nut the bolts to make them stay in. I'd do the grinder method. I didn't want to try that as I was working with the engine on the car and it was pretty hard to get a hand up in there. I'll probably do the castle nuts now that it's apart. The left side is the main one to give trouble.
