One thing about old cars is they are full of bad connections. Bad connections are the result of corrosion and oxidation of the terminals. The result is electrical resistance at the connection point. When you fix one, you likely find others.

You'll have to get a volt meter, a schematic diagram. Probe around the electrical system to isolate the problem. The headlights and tail light circuits share a power feed through the fuse block and grounds. Sorry I'm lazy and didn't look up the specifics. But if you get a wiring diagram (there are even a few on the web) you can find those common components. With a little probing using the DVM you should find the bad connection.

Probably one of the easiest points to start with is the fuses themselves. Probe both ends of the fuse - terminal and fuse itself while actuating the brake. Also check the fender ground under the hood near the battery. The list goes on from there.
