I installed the following in my 1969 SS-350:

1) Crane XR-i Ingnition Points Conversion
Ingnition system.

2) Accel 8140 Universal 12 Volt
Performance Coil.

Do I need a ballast resistor with the above setup.

If not what is the best way to bypass the stock Wire Resistor.

The best way to bypass the resistor wire is to replace the terminal at the fuse block and connect a new copper wire to it. The terminals are made by packard electronics company. There are several places that have them including many auto parts stores. Otherwise cut the resistor wire about 2" from the firewall connector and butt splice a new copper wire to it. The few inches of resistor wire won't drop your ignition voltage substantially. You can even crimp both the resistor wire and new copper in the same butt splice. With the proper terminals on the other end you can have the best of both worlds - a resistor wire and a solid copper.

As for you particular ignition system, the instructions and experience of others here will have to provide those details.

I agree with Dave.
The wires are easy to break out of the harness, just look at it closely. Get the replacements first so you know how to pop them out of the harness block. I got mine from CarQuest, part number TA508.
