I'm wondering what function a horn relay has. Does it reduce the voltage to the horns? The reason I'm asking is I was going to put 12 volts to a horn to see if it would work and I thought it might ruin it. Thanks for the help,

The relay is just a heavy duty switch. The horn button switch is not heavy enough to carry the amperage required to operate the horns, so it is used to close the heavier relay switch.
The horns are 12V.
