lost key to 91 RS with VATS

I don't think there is an easy way to figure out what the resistor that you need without the key. You will have to do it by trial and error, I'd probably get a potentiometer tha covers the full range, wire into the harness and adjust it to each value till it starts. Just keep in mind that there is a time delay between start attempts with the wrong value.

Theres no way to fool the ECM as the VATS unit sends a 50Hz square wave pulse to the ECM to send power to the Fuel Injectors.

Dealer may have some method of getting the info out of the ECM.
