Changed from HEI to a Mallory EFI dist.used the Mallory ignition resistor but I'm still getting the same voltage after going through resistor (11.8 volts)with key on don't want to burn the modular went from key to resistor to positive on coil.Any help would be appreciated.

You hooked up the positive side of the coil correctly. I'm assuming you are measuring the almost 12 volts, to ground, without the car running. The same thing occurs with an original points style ignition. The points tie the negative side of the coil to ground as they close. When this occurs the resistor now has a load on it (the coil). Voltage on coil positive drops to 8-9 volts. When the points open the coil negative is no longer tied to ground. Voltage on coil positive now looks like 12 volts because the resistor is not loaded.
The term used is a voltage divider. The two things, resistor and coil together divide the voltage, but only when the coil is grounded. Grounding the coil for a long time is what makes it hot.
