At the wiper motor, the yellow lines always measure 12 volts ('68 camaro), even when the wiper switch is off - does this mean the switch is bad?

I assume the bluish wires are ground.

It should always measure 12 volts. The wiper motor works by switching the ground wires. Easiest way to make the speed functions work.
