There is a large perforated area around where the steering column goes through the insulation and a smaller opening in the middle of it. Do I need to cut out the large peforated area or just work the steering column through the smaller hole? If I don't have to cut out the large area does the rubber seal go over the insulation? Also....there is a rubber boot on my steering column, how do you get that off past the arm on the shift tube?

Remove the peforated section and install it on the column above the seal cover. In other words, if you have the column out with nothing on it, the order of installation will be: 1st-the plastic "cup". 2nd-the section that you removed. 3rd-the metal seal cover. 4th-the column seal. Be sure that the removed section is oriented correctly on the column so that it will fit right back where you removed it.
I hope this made sense.

I think I understand....
The flat rubber seal goes on top of the section of firewall insullation and the two piece metal seal goes on top of the flat rubber seal.
The only question that I have left is how to get the rubber "cup" off. Do I need to take off the shift tube at the bottom of the column with the flat rod that connects to the shifter linkage to get the "cup" on and off?

After the installation is complete, and you look in the engine compartment where the column exits the firewall, you should see the black column seal and not the firewall insulation pad.
I don't think that I've ever done one with column shift, so I cant help you out there. I may require the column to be disassembled to get the cup off. Why do you need to remove it, anyway.
If you don't have an assembly manual, I would suggest getting one. It will help you out a lot with installing the column.

It's not a column shift....It is an auto on the floor. There is linkage from the steering column to the frame rail and to the trans.
I have an assembly manual and a service manual.....Neither seemed to answer the questions that I had.

I know what you're talking about Paul. I never did figure out how to get mine off either when I had it out for painting, etc. I haven't re-installed the column yet so this will be informative for me also.

Maybe I need to get my big hammer and pry bar and convince that boot to come off of there....
