...What are the astro vents for? ...When I turn my heater on no heat comes from the astro vents, just from the kick panels and the center(under dash). Is there a problem here, and if so is there a way to fix it?

The dash vent's in a 68 or 69 without A/C are directly connected to the cowl area through two valves controlled by the upper slide lever on the kick panel. They are not connected to the heater. Their only purpose is to bring fresh air into the car. Same with the kick panels they should not be blowing hot air unless it's coming from the cowl.
Heat is only blown out from the duct that sits on top of the transmission hump or from the defroster vent. The floor outlet has openings that direct hot air to the driver's and passsenger's feet.
A/C car's are completely different. All vent's in the dash are hooked to the A/C - Heater system and they will blow hot or cold air. Kick panels don't blow air, though under any condition. The passenger side is the return air to the evaporator on Max cool.

...I dont have uper slide levers on the kick panel, only the ones to open an close the kick panel, to the bottom and twords each door of each side of the astro vents is a little pull lever(looks like the door lock lever)... is that some kind of upgrade or is that just standard?

No, those are how the 68's work. My 69 has the slide for the air valves down on the kick panel. Guess they wouldn't fit in the dash when the vents changed from round balls to rectangular vents.
