The astro vents won't shut off. I close the
pull knobs down by the kick panels, I turn the louvers closed on the vents themselves, and it still blows unusually hard. What do I check next?

Which set of louvers? The upper ones (the ones in the corner of the dash) are only connected to the cowl area in front of the windsheild. There are two air valves bolted right to the inside of the cowl under the dash. They are a major pain to get to. the passenger side can be seen if you remove the glove box, the driver side requires removal of the instrument panel. The lower ones in the kick panels are connected to the base of the cowl are just above the rockers. These have the dampers in the kick panels. You should be able to see these dampers moving if you look through the grilles on the kick panels and slide the levers.

Either way sounds like the cables have either bound up, or the clamps that holds the outer jacket in place have loosened up, or broken. Maybe the cables have slipped out of the sliders. Start there, the sliders are only held on to the kick panel with 2 phillips screws. Pull them off and see if the cable moves when you move the sliders.

Thanks for the reply! The longer vents by the corners of the dash are the ones that continuously blow cold... The car sat for several years bofore I got ahold of it. I
remember that the pull knobs were real hard to pull loose. I wasn't sure if they always blow air or if the black knobs by the kickpanels control airflow to these vents...
Sounds like I need to remove the kickpanels to lube up the pull rods anyway.

I found the cheap plastic tube around the cable was broke on mine someone probably forced it too hard. Not that bad to fix though
