Does anyone know how to set the choke on this thing? It has power, but no movement. Nothing is jamming it.

With power on it, there will be no choke plate movement - power heats the bi-metallic element in the housing, which opens the choke plate fully. You have to adjust it with no power on it, so the bi-metallic element is cold. Move the housing one index mark at a time until you get the choke action and fast idle you prefer cold, and check to make sure the choke plate is fully open after a minute or two with power on it (it needs a full 12 volts from an ignition-switched source). Don't power it from the coil (+) terminal, as that's only getting 7-8 volts except when cranking.
