Would changing the inside diameter of a vacuum hose change the amount of vacuum supply to say a headlight actuator, assuming the amount of vac from the engine stays the same?
I hope this question is makes sense

No, you stated vacuum source remains the same. So, flow would remain the same.
What will change is the velocity of the vacuum, if there is such a term. Smaller diameter, faster speed, larger diameter, slower speed, providing the source remains the same.
That's like asking "How much does a vacuum pump output?"............LOL

Thanks Everett. So if I understand corectly if I change the diameter of the Vaccum hose to my headlight actuator the only thing that will change is the speed that the headlight door opens.
