You can't reach that one if any others are in. a short bar stock, cut flat a little smaller than rubber hole. Test rubber for strech first. Lots of lube, vaseline? maybe? I sure don't look forward to ever doing that again, but a full restification is in my cars future so I will be enjoying this task again some day. Well that wraps up my winter projects!
