Installed the Edelbrock aluminum water pump last night, got to the power steering pump and I'm looking at the eighth inch spacer. Does this go to the front, pushing the pump back, or does the spacer go to the back, pushing the pump slightly forward?

The eighth inch is so close, I can't tell by eye which way it wants to be.

It really is dependent on what's needed to align the pulley. If it is real close, put a straight edge across the pullies to see, after mocking up the pump on the bracket.

...and in this particular case, it needed to be in the front.
Which is exactly the opposite of where it was - of course.

Although I haven't tried it, Zoops makes a clever adjustable power steering pump bracket. Alternatively, there's spacing of everything else out, not very attractive.

Thanks Rick. Another reason for the question was, snowmobiles. Yeah, sleds. The drive belt on sleds requires a deflection. I honestly wasn't sure of the stance here, lined up? deflected?
If you could do me a favor and check out my questions in the cooling section. The fan shroud is fitting just "a little too tight" in some regards.
Here's a cold one in advance. graemlins/beers.gif

I understand the sled deflection but not sure what you mean here as pertains to our cars. On mycar, with a two groove crank pulley, I had to shim out. I thought about going to a three groove pulley but then I'd have the opposite issue like you. My spacing had to be about 9/16". I may still get the Zoops bracket but we'll see if the money tree grows any more.
