I FOUND A 69 BIG BLOCK CAR AND I CANT FIGURE OUT WHAT THIS HOSE IS GOING ACROSS THE FIRE WALL.

looks like the speedometer cable to me.....
thats where it exits the firewall and it still has the speedo clip that keeps it to the firewall still holding it there, there should be another clip on the passanger side of the trans tunnel.

I second that, speedo cable for muncie trans. But what is that rod sticking out by the steering column?

The rod is part of the "reverse lockout" linkage. It's attached to the column; a bit hard to make out in the picture.

Too high for a speedo imn my opinion.
