Car seems to run pretty well, however I did decide to take a vacume reading and noticed that the needle was bouncing pretty fast. Trying to remember what this feedback indicates...? It seems to me that it's a valve adjustment issue, but I'm not sure and thought I'd see what others think

Did you adjust the idle mixture screws to get the highest steady vacuum reading, or just connect the gauge and look at it? Do the idle mixture screw adjustment first and then evaluate the reading. :)

Where did you hook it to ? If you hooked it to the manifold it might have an affect. I hooked mine to the port on the carb under the fuelbowl (full vacuum) it did vibrate some but never "bounced".

I'm going to attempt to re adjust the valves and double check that the timing isn't advanced to far. I should have provided the feedback that this is an all new motor, to include the heads. It was tuned on the dyno to achieve maximum horsepower which sometimes isn't the best tune for drivability. The reading was takin from a manifold port rather than a port on the carb so I will check the reading from a different source as well

The manifold port will add a lil bouce to the guage.
If your cam is a bit on the radical side, that will bounce too, but it will smooth out when you rev it up a lil.
A bad valve will give a very rythmic "tic" in the needle which does not go away when you increase the rpm a lil.
