I have a 67 vert. I have replaced the 6cyl with a 350. The 2 speed with a 4 speed auto. The brakes with discs. The manual steering with power, in short everything under the hood is new.
The problem is I can not get the steering to snap back to center after a turn. What did I do wrong. Oh this is the 2nd steering box I have put in to fix the problem.

You need to have the car realigned. There is not enough caster in the spindle to "center" the wheel.

Also, check the preload on the steering box. If too tight, the steering will not return to center automatically.

Caster and Camber are lazar aligned, checked , perfect. Steering box nust is as loose as can be.
I can not figure this out, and downt know where to turn (pun not intended)

wheel alignment is critical for it to return to center,

You need more caster. Factory spec is only 1/2* positive, provides lousy self-centering and tracking; have them crank in all the positive caster you can get and still set camber.

The power steering isn't going to snap back like a manual box does, it has more resistance. More caster will help, however.
If you have new balljoints and tie rod ends, they may be stiff and adding resistance. Make sure the rag joint is centered on the steering box, there can be bind there if the subframe bushings were changed, the idler arm to frame bolts should be loosened and then re-tightened to insure it is aligned in the same plane as the seering box.

I recently rebuilt the entire front suspension on the '69 including a third gen steering box and Hotchkis springs and sway bar. I’m talking bushings, ball joints, idler arm, tie rod ends the whole 9 yards. I had the caster set at 3.5deg pos per the specs on David’s site. When I first got the car back from the alignment shop I had the same problem, the wheel would just barley return. I'm now happy to report that with about 200 miles on it the wheel will return almost like normal and I think with some more miles it will be 100%. So I agree with David. I think all your parts just need breaking in to relieve the stiffness.
