Does this cover come off like everyother cover or is the two bolts in the middle of the cover connect to something. I have one but never noticed until I am about to remove it. I know this cover strenghtens the rear end but how does it do it. Does it connect to something internally that I should be aware of? Also, is there a special gasket I have to use with it when re- installing it? I need to take it completely off so I can remove the axles. Lastly, what do you torq the bolts to?

The "two bolts" you refer to should just be 'set-screws' with lock-nuts installed.
They don't 'bolt' into anything inside, they just provide a slight amount of preload tension against the bearing caps to help support them.
For street use you really don't want this support cover to have heavy constant preload against the bearing caps.

Loosen the two lock nuts and back off the set-screws a couple turns before you remove the cover.
After your done inside, reinstall the cover with a new gasket or sealer and install and tighten all the outside retaining bolts.
Then turn the set-screws back in until they just touch the bearing caps a then hand tighten them just a little more (this is just to load them slightly - don't tighten a 1/4 turn or anything...) then, while still holding the set-screw with the allen wrench, run in the lock nut and tighten it securely to hold the set-screw adjustment.
