when installing a new transmission are you suppose to fill the stall converter first? its a th350 by the way.

It's nice to remember to put a little fluid in a new converter, but not really necessary as long as you fill a couple of quarts before starting so the pump than can fill it once you start the engine. Expect a little buzzing noise until it's properly filled.

if the trans and converter are totaly empty i would try to put in as much fluid as it will take without over flowing, up to the total capacity of course

Yes, you should put a quart in the convertor before installing it, the convertor is getting fluid from the get go upon initial start.
