What shocks front and rear? Are you sure it's the springs being too stiff and not just stiff shock valving? On most cars I know of, Moroso springs tend to be on the soft side and have the front end dropping with the A-arm bump stops close to the frame.
If the Moroso springs are too stiff, the front end would sit pretty high and have very little suspension travel before the tires come off the ground. you can test this by measuring the front wheel well at the wheel centerline from the wheel lip to the ground. Then jack the front end up with a floor jack till the front tires are just ready to come off the ground. Now measure your wheel lip to ground distance again. Subtract the two dimensions to get your usable front suspension travel.
Also, how far is the lower control arm bump stop from the frame at ride height?

iIt has CE 3 way adj. ft.shocks set at 90/10 and ladder bars and Hal coil overs in the rear. when we first put in the moroso springs in the ft. end was way to high and stiff as a board. was driven that way for 2 years they never settled much so we removed 1 coil to lower the ft. end but stilll very stiff .

First I would verify that the springs installed were indeed the correct part number for your application. You "should" have the car on 4 corner scales to determine the weight on the front wheels so you can follow Moroso's guidelines on spring selection.
Looking at the Moroso catalog, your spring choices are:
#47165, 241 #/in, 1700-1750 lbs on the front wheels
#47195, 250 #/in, 1730-1780 lbs on the front wheels
A quick test to perform...unbolt the front shocks completely and then try to push the front end up and down. Can you move it alot, or very little with no shocks attached?
What type of A-arm bushings are installed? If poly, are they lubed real well? I'm wondering if your having some sort of bind issue.
One other thing I can think of. When and how did you tighten the A-arm bolts? (upper and lower). They should be left loose and only tightened after the weight of the vehicle is on the wheels and you bounce the front end several times to help begin the springs settling in process. Once the weight is on the wheels, then tighten the bolts. Do not tighten them with the suspension drooping and the tires off the ground.
This stuff might be elementary to you, but I thought I'd mention it just in case ;).
