Check out Mike's custom cars website. In one of the projects this peice was replaced. They had a fixture that they made to locate it. I replaced mine it wasn't that bad. The main thing to remember is to record all measurements and replicate as close as possible. Mine turned out well. The cowl doesn't necessarily locate the glass as much as the upper dash does. The easiest way for me was to secure the cowl with sheet metal screws, then lightly tack the upper dash in. Then you can test fit your glass with a clean windsheild and play doe (rolled to look like window ribbon sealer).

Be aware there are 2 different replacement parts for this piece. There is the import piece which has the upper and lower piece already welded together and there is the US piece which is only the upper part. I bought the US made piece from Ricks and started removing the old one last weekend. Since the bottom piece stayed on the car, the alignment of the upper cowl piece should be easier. But, as 67 bird mentioned the upper dash is more important in the windshield alingment since it lays over the top of the upper cowl. I am replacing that piece too along with the firewall.
