Take a look at my sig for my '78 chevy truck...I have pretty much that exact setup. Buy the cam as a k-kit and it will come with 981-16 springs and matching retainers and locks. I used the comp springs with my xe268 and it required no machining on my cortec heads, although some people report that they had to trim the OD of the valve guide boss slightly for the same spring. For me no machining was required. I've got about 7 years on this setup and it works well. A 2500 stall and 3.73's will make it a killer. If he doesn't already have 3.73's then I would lean to 3.42's for a little lower cruise rpms if he plans on driving it a lot. Since you say that this is going to be a 7 1/2" rear end then I assume this is for an S-10 truck?
