69 camaro stripped & repainted app. 8 yrs. ago with Dupont base, clear acrylic lacquer.
Clear is flaking off.
Can clear be sanded off and if base coat is still in tact can it be clear coated with a urethane?

Getting just the clear off will be very difficult at best. Somewhere, somehow, you will get into the base coat.
Except for the expense of buying the color, there really is not much more to applying a coat or two of base coat color prior to clearing the car with urethane.

One other thing I should mention and you're not going to like it, When clear checks (cracks) after a few years, it will check up (crack) the base coat right along with it and it can be very hard to see after sanding the clear off.
It would really be a bummer if you didn't get all the cracking out of the base coat before you spray on new clear.

if iys not checking , sand it down to a 500 grit finish and use a sealer then paint it.
