I have a 69 RS that is going to be Cortez silver with black vinyl top.. I am wondering if anyone can tell me if it should have the rockers painted black below the spear moldings and if so what is the correct color.. Any info you can give me on this would be great.. My car will be getting painted next week and I want to get it right.. Thanks

Yes, 69 Z22 (RS) cars had black rockers.

As for the gloss, if you search "black rocker" here, one of the posts will have the correct gloss. I think it's 60%.
