What leads you to believe the POA valve is defective? Did you change refrigerants? From 12 to 134? If you did change refrigerants and did not adjust the valve then your not getting max efficiency from the system.

There is no fixing them however, if you have a set of manifold gauges you can bench test the valve. Remove the valve, All you need is a fitting to screw into the input(to simulate the evap). put an air nipple on it. Then take your manifold, put the low pressure hose on the low pressure port of the POA. Put the supply hose on the input of the fitting you made. Then take the high pressure hose and connect it to shop air supply of 60 lbs. Open the manifold. Listen to the POA to "click" and stablize. Read the low pressure guage. It should be 29.5 PSI for R-12, if you swapped to 134 it should read 26 to 27 PSI. To adjust the valve you need a long 7/32 socket turn the bolt in the POA valve a 1/4 to 1/2 CCW turn.

Get another POA valve if all of this dont make sense. I know I have mentioned the POA valve elimination device, but I would not buy one. I would keep the POA valve.
